Legal Question in Criminal Law in Arizona
Can the city court issue an arrest warrant if the summons to appear was sent via standard mail but the letter was never received? From what I understand, a defendant must be formally notified of a court date, which only certified mail qualifies as, not standard mail. In other words, there is no way for them to prove that you ever got the letter in the first place.

Can they issue a warrant, yes. Will the State be able to prove notice and legal service are the real issues as to the complaint. But assuming you lose on those issues, you also need to retained expert counsel such as myself to assist in your defense. Please review my website and give a call.
