Is it common place to add charges

Is it common place for the DA to add criminal charges when my husband had recieved driving citations two months after the fact. He was cited for ars 28-3169a Drivers lic not in poss ars 28-1595a failure to stop 4 police ars 28-1595b fail to prod id ars 28-954b illegal use of horn... he had a court proceeding for sentencing today to plead no contest because he acted a fool and needed to accept the fines or whatever and the Prosecutor added two more charges of ars 28-693a Reckless Driving and 13-2904A (1) Disorderly Conduct and stated they would be asking for jail time. I am terrified of that. I have 3 sons and need to know how bad this can be. Can they do that two months later. I don't understand the Disorderly conduct a(1) because he did not fight or get violent he honked the horn and yelled nasty stuff out of the window but he did not touch anyone. I don't understand that. Can you explain it to me?

Disorderly conduct can be a disturbance of the peace by way of making unreasonable noise. If he had touched someone that would have been an assault. The prosecutor can add charges before arraignment. Is he's going for jail time, I suggest you get an attorney.
