Is a complaint the same as 'being charged'?
A friend of mine recently had a complaint filed against him for alleged harrassment. He received nothing but a letter in the mail from the police, with no judge's signature on it, telling him 1) that ANY FURTHER contact would be considered harassment, and 2)to leave the person alone 'or else she could press criminal charges'. Has he been charged with anything, given the wording of that statement? Or has he simply been warned?

He has been administratively warned concerning his behavior. Formal charges are contained in a Criminal Complaint.
He should heed the warning; the next step will undoubtedly be a formal complaint.
