consent
if I set my keys down upon entering someone else's apartment and my car is taken without my knowledge or consent - is that theft?

It may or may not be theft. In Arizona, there are two laws depending on whether the person who took your car intended to take it permanently=theft or temporarily=joyriding.
Permanently= "theft of means of transportation" You can read the statute here.
