Drugs Charges Dismissed- Forfeiture of Vehicle and Cash

I have a friend that was charged with possession of a dangerous drug (methamphetamine), and the charge was dismissed w/o prejudice. At the time of arrest they took his vehicle and his friend's money $440.00 along with a scale. He has filed a claim of exemption from forfeiture for the vehicle and the money(via a power of attny.). He has now received a new (edited)complaint and a certificate on compulsary arbitration. The new complaint is incorrect in it's account of the night of the arrest and has also made an assumption as to him pretending to check something under his hood. What should he do at this point, file an answer or response to the complaint? How can they keep his possessions when the criminal charges were dropped? The officer has stopped him several times since just to chat with him and to check to see that everything is legal. It's more like harrassment. The officer also informed him that the report was wrong, the amount was not 15 grams, but .15 of a gram. What should he do? Can I help him in any way? Please let me know as I'm not an attorney.
