how do I file a motion to lift / dismiss warrant from 2009

You normally can't. The only means to dismiss a warrant are to either have an attorney file the motion and hope the court will grant the motion without you personally appearing. Or, personally appearing and requesting the warrant be quashed. You should consider retaining counsel to assist you in this matter. Much will depend on the court and the charges.
