how do you file a motion to see if there are any pending charges against you or other items which the state may be withholding until a later date?

There is no motion for this. You would need to do a search via the internet or do a public records search. You can try checking the webpage listed below which "might" reveal some info but some courts and cases aren't listed/covered. And if you're interested in Maricopa County Superior court cases, you can check their webpage as well (the 2nd link).
