what is the name of a form that a person that is already incarcerated can file to the state of Arizona to make them file all possible charges or drop them in a timely manner

I am not aware of a specific form for this. What is required is a letter to the prosecuting agency in the jurisdiction of the pending matter requesting that your constitutional right to a speedy trial be observed under Rule 8, Arizona Rules of Criminal Procedure, and advising them of your location. It is best to have proof of service of this letter to the prosecuting agency in the event they wait for your release from custody to formally charge you.
