Guilty plea not accepted?
Can the prosecutor not accept someones plea of guilty and if so, why would they do that?

The prosecutor has nothing to say about a guilty plea. That's between the defendant and the court. No one cares what the prosecutor thinks. On the other hand, if the prosecutor has been presented a plea bargain and he rejects the guilty plea because of conditions attached, that is his right and means he did it because he didn't like the deal.
