In Maricopa county, is there ever a sitution that would legally require that someone's sentences must be stacked?

Yes, in some instances, consecutive (or "stacked") sentencing is required by law. Many sex offenses, for example, require consecutive sentencing. Where consecutive sentencing is discretionary, a number of other factors will be taken in to consideration by the assigned sentencing judge.
