Legal Question in Criminal Law in Arizona

My minor male nephew was having sexual relations with his minor female girlfriend . Her father caught them and called the police. My nephew was arrested and now is facing 3 felony charges in Arizona.. WHY IS HE THE ONE FACING CHARGES? SHOULDN'T SHE ALSO BE FACING CHARGES AS WELL ? How does the law in Arizona decipher that only he should be charged with statutory Rape if they are both minor children?

In Arizona, charges such as the ones your nephew is facing is largely dependent upon the age difference. Beyond the actual facts of the case, what is problematic is that your nephew could be ordered to register as a sex offender for life, even though he is a juvenile.
