Miranda rights, possesion, humananity

I was arrested Monday night for possesion of marijuana. When they arrested

me they did'nt read me my miranda rights (I have a witness). It wasn't until

after I sat in jail from 1:30am to 4:00pm when I had court that the judge read

everyone rights before she started. My question is there a specific time for

police to read your rights. It was my understanding that right when they put

handcuffs on you they have to read you your rights. But in my case, the only

person who did was the judge before court to everyone. Is this right?

One other thing is the question of food and water. I have hypoglocemia and

at no time from 1:30am until my release at 8:00pm was I offered food and

especially water.

Law enforcement is required to advise a suspect of his Miranda warnings only if he is (a) under arrest and (b) he is to be questioned. If the police to not attempt to obtain a statement from an accused, then the Miranda warnings are not required.
