Legal Question in Criminal Law in Arizona

Can an officer tell an under age boy that he is under arrest for criminal arrest and then tell him that shes letting him go cause shes too busy to take him down to the station and not even give him a citation and then 2 days later give him a citation and say he has to go to court for criminal felony.

Yes. Generally speaking there is nothing that requires an officer to arrest or cite someone on the spot. As long as the officer has reason to believe the person committed a crime (probable cause) they may later charge, arrest, or cite the person.
