Probation Officers
Do probation officers have any limitations as to what they can enforce upon the person on probation? Does the person on probaion have any rights?

What do you mean in terms of "what they can enforce?" Although one has rights, certain rights are given up as a condition of probation. To more fully answer you questions, additional details are necessary.
