What if a retail worker found a wallet and never turned it in?

If the person knew who the wallet belonged to and kept it anyway, it would be theft. If the person did not know who's wallet it was, in my view it would still be theft if she/he failed to take steps to learn the owner's identity etc. (one would assume there was identifying papers in the wallet).
