Vacating Judgement of Guilt
I asked for restoration of civil rights for two misdemeanor charges and one felony charge from 16 years ago, and was granted Vacating Judgment of Guilt and Dismissing Charges, Restoration of Civil Rights and Restoring Right to Possess Firearms for all charges. Does this mean the charges have actually been dismissed, like they were never there? If a job app asks I have been convicted of a felony, what can I legally say?

you can legally answer no but keep in mind that there is no true "expungement" in Arizona. It can still show up in DPS or FBI records so if employer does background check and it shows up, you take the risk of looking like a liar...you of course, would be able to explain and provide documentation.
