photos of my children

my neighbor (who recently lost a property line dispute w/ us) was taking digital pics of my children playing in our yard while they were in their yard taking the pics . can i call the police to make a complaint?

Not really. When people go outside of their homes, they are subject to being recorded and photographed. It depends on the kind of photo's they are and how they are used. I would speak to an Attorney in Arizona about getting a restraining order, but it may not stand up in court. Best to keep an eagle's eye out for the way this develops.
