getting drivers license reinstated if you still owe for your fine

Is there anyway I can get my drivers license back, if I still owe money for my fine? It has been almost 3 years.

Washington state is holding it, I live in Arizona. Arizona will not renew my license until Washington clears it.

You'll need to pay the fine in Washington and then Arizona will most likely allow you to apply for their driver's license examination.
