There appear to be only a handful of states where you may be able to obtain a valid driver's license. Most states participate in an intestate compact that prevents people from getting a license if they are suspended or revoked in another state.
You can learn more about the interstate compact by visiting wikipedia.org and looking up driver's license compact.
