A first dui offense in the state of AZ carries a 24 incarceration. Is this mandatory or could a person receive no jail time if the bac is very low?

Yes a jail sentence is mandatory for all DUI convictions in Arizona, the length depending on the specific charge and BAC level. However, in some cases, in some jurisdictions, an attorney can negotiate a plea to a non-DUI offense which might avoid a jail sentence. If you don't already have an attorney, feel free to call me to discuss more.
