can my mom be held responsible for letting my father drive drunk when she knows that he may endanger someone.

In order to be convicted of a crime a person needs to have the criminal intent necessary to commit the crime. The mere fact that someone knows that another is committing or going to commit a crime is not criminal. There is no requirement that anyone report a crime. The only time there may be criminal intent in these circumstances is if someone has a statutory duty to prevent crime. This does not seem to be the case with your facts.
Civil liability may be a different situation.
