In the state of Arizona, if I have not driven for 3 years after a DUI, do I have to get a breathalyzer now the I'm ready to drive? I feel that taking public transportation everywhere for that long should more than compensate.

Unfortunately that is how the Arizona MVD interprets the law, so yes you will have to have an ignition interlock device attached to any car that you drive.
