School District Cancelled Insurance for retired teachers

I retired early in 1996 because the school district (Glendale Elementary) told us that that would be the last year they would pay the cost of our medical insurance until age 65.

After 4 years, they sent registered letters to retired teachers stating they would no longer pay for insurance because their lawyers told them that districts couldn't "give" benefits to non-employees.

All retired teachers now are told they must work for the district as substitues (for an unkown number of days for unknown amount of money) inorder to get insurance. HELP!
