Student Rights
A friend of mine was online and found a copy of his essay online with his name on it and class information and all...my question is can the teacher legally do that...the website it is found at charges them to view it also.

That sounds like a problem to take up with the school administration. If your friend is a minor, then it's even more problematic.
Copyright attaches at the time of writing, so if your friend didn't give authority to exploit his work, the teacher doesn't own the copyright in the essay and is infringing.
Consult a copyright lawyer to get more information on his options.
