Can teachers in Arizona legal go through kids phones? That includes texts and calls?

No. It's private property. However, their parents could give you permission if they wanted to. If there were threats of bodily harm or evidence of a crime, that's different. The school district could get a subpoena to access the text records, phone numbers dialed to and from, etc.
