Legal Question in Family Law in Arizona

My 12 year old son went to Canada originally to visit his father I'm

His mother and have costudy but he doesn't want to come back to Arizona where I live how do I become legally unresponsible of him since he's now old enough to make who he lives with his decision

Are the current Order from Arizona? If so, we can draft a "Stipulation to Modify Custody, Parenting Time and Support". Unless he is over 18, he is not "emanicipated". Thus, he can have an opinion as to where he should be, but does not simply get to choose (unless the parents agree to allow him to do so).
