If you are not married to the dad, then he cannot adopt under current Arizona law. If you are married to him, however, then you either need the consent of the bio-dad, or you have to show the court that you have attempted to locate him and give him notice and he has failed to respond, thereby indicating consent.

If the two of you are married, and if the biological father consents (or if he can legally be established to have "abandoned" the child), then a step-parent adoption can happen. However, Arizona does not have a mechanism to permit him to adopt her if you are not married.
