In Arizona Family Law can a judge or the court legally make me liquidate my 401k retirement plan to pay for back spousal support if I have been out of work for over 9-mos?

Yes. The length of time you have been out of work is immaterial. A 401(k) retirement plan is just one of many assets that can be court-ordered to be withdrawn from or even liquidated to pay spousal maintenance or child support.
