Can an attorney file a Notice Of Withdrawal Of Attorney without first discussing it with their client ? Is this ethical behavior?

An attorney can file a Notice of Withdrawal when the specific scope of services for which the lawyer has been retained is complete (there are some rules regarding the timing this can be done depending on how a case concluded). This doesn't necessarily mean that the lawyer is unavailable for future issues, it just means the lawyer is notifying you, the court and the other party that the representation is concluded.
