If an attorney refuses to answer texts or phone calls, and doesn't progress my case, how do address this situation? There is a deposit involved.

Your attorney is obligated to answer your email and your calls within a reasonable time frame. Perhaps they have been in trial or out of the office. Although, if you are uncomfortable with their representation at this time, you may want to consider other options.
