Birth Certificates

Is it legal to put the name of an alleged father on a birth certificate and also to use it as the last name of the infant if paternity has not been established?

When the parents are unmarried, generally the mother has the right to choose the name to give the child. However, if they are not married, the alleged father's name does not go on the birth certificate unless he signs some sort of acknowledgment of paternity.
