changing the divorce decree

If my decree says we must use mediation before going to court, does that mean if we agree on the terms of change we can notarize and sign or does the paper have to be filed with the court?

If you reach agreements, mediation is not necessary. However, it is probably a good idea to put your signed/notarized agreement in proper form and file it with the court so it will be enforceable if either party later fails to comply.
