Legal Question in Family Law in Arizona

child custody

my ex and I have joint custody. however it is written in the divorce paperwork that he has primary custody and I have Physical custody. this was 4 years ago. Now she is ready for school,wants to participate in activities with her sister and we cannot agree on a school. We have no communication. when she is with him on his days it seems that she is always with his mother. He never shows up on time for the exchange and half the time hes not even there its his parents im always dealing with. We have already went to mediation and he is not working with me at all.. im the only one that takes her to the doctors and i carry all medical insurance. i wanted to put her in preschool but i couldnt becuase he would not take her or even pay half of the cost so she can get started on the days that he has her during the week. She doesnt have a consistant schedule at her dad's but does at mine. do you think if i went to court to get primary custody, that they would agree it would be in her best interest to be with me on the weekdays?? do you think i cant win this in court?
