Child custody

Can a parent take a dependent child out of state for a job opportunity if the divorce decree states that parents have equal custody, neither parent is named as custodial parent, neither parent pay child support? The 13 year old child wants to go with the parent leaving the state, and said child spends 75% of the time with this parent. The other parent says no the child cannot go and wants the child to stay in state. The decree doesn't state anything specifically about parents staying in the same state. The moving parent is a military member.

Arizona has a statute which governs relocations. It requires formal advance notice, and gives special rules for military or occupational needs.
