Child support

If my rights as a parent to my son were severed,not because of endangerment or drugs the typical reasons,how can they make me pay child support still.after 10 years my job got a notice saying I owe 23,000$ in back and that I had to start paying.wouldn't that be void as of the date my rights were severed?doesn't severed mean I'm legally or in the eyes of the law not his parent anymore?How can they still make me pay?

Only an actual adoption terminates your obligation to pay child support.

Perhaps there is a way to force the adoption.
