Legal Question in Family Law in Arizona

Is it possible to get custody of children who are not related to you. My husband's stepsister (my husband's mom and her dad were never legally married) has two little girls that i would like to get custody of. Their parents are druggies who do not take care of them. The girls are age 5 and 10. Their mom and her boyfriend never bring the kids to school and never have food or anything for the girls (hard to imagine because their mom does get food stamps). The mom and husband lock themselves in their room all day long , smoke pills and the two little girls have to take care of themselves. I don't like the idea of calling social services because I know how that system works and i would hate to see these girls get put in foster care when I could provide a good home for them and also would hate to see them ever get split up. The little 5 year old would not be able to live without her 10 year old sister who has been like a mom to her. Any advice is appreciated!

This is a question which requires more than a simple response. Short answer is yes.. if there are issues with drug abuse, schooling... you can involve CPS or alternatively file a petition for guardianship.
