custody of a niece
My husband's sister is 20 and has 4 children. They all have different fathers. One was taken by the state because she was on drugs when it was born. One is with it's father. One was living with my mother and father in law, but they let the father of one of the others raise it, but he ended up giving it back. My husband and I are very fond of Adrien and think that we could offer him a much better home than his drug addicted, mentally handicapped mother. How hard would it be for an Aunt and Uncle to gain custody and / or adopt?

Best case, you get the consent from both parents. If you cannot, then you will need to petition the court for custody or a guardianship. The parents and grandparents' response will dictate whether it's going to be difficult.
