i want custody of my sister's child

How can I get custody of my sister's child? She claims him on taxes and assistance programs. Only offers $50.00 a month for food. Child wants to stay in my care as he has for 3 years now.

If the child has been living with you for at least 6 months you might be able to request custody by claiming you are standing in the place of a parent "in loco parentis" (legal terminology). There is a statute that discusses it. You might want to talk with a lawyer about whether the facts fit your scenario.
