Legal Question in Family Law in Arizona

I need to get my daughter from AZ to NY ,but mom is on drugs.
I now live in NY. I have a 2-year-old daughter with a woman in AZ ,where I lived until December. We are unmarried and she is the custodial parent. Mom is on Methamphetamine. I do not do drugs ,I dont even smoke cigarettes. I want to bring my 2-year-old to NY to live with me. She wont let me see her unless therer is a bribe involved. I called CPS about thew drugs and they came to her house, and now because of this she says to me'' if i ever want to see my daughter i will have to fight her in court, other wise ill never see her, because of the S#$%^ I tried to pull with CPS'' ( I have an e-mail to taht effect saved)
CPS says ''What does the mothers drug use have to do with the child?'' Last month in Texas a mom killed her 2 year old in her crib while she was on meth and in AZ last year a dad cut off his childs head on meth. What can I do? Help us please.

This is an Arizona case and you must take action there. You must show before the court that you should have custody of the child.
