Legal Question in Family Law in Arizona

My daughter is in florida, her kids were there for the summer, Her husband is very controlling and mentally abusive she was going to try and see if they could work things out for the kids. But it's not working he is just so mean to her and treats her so bad. My question can she just come back with the kids to Arizona where she lives. She just want's to know that she wont get into any trouble.If he finds out I don't know what he will do, I get worried with her with him he is not a nice guy at all. When the baby was little he took the baby to alanta he was told the kids were not to leave the state after what he had done. I just want her to be safe. If he would find out I don't know what he would do. He is very abusive,controling and he really doesn't take care of the kids. She just want's to come home and she can't leave the kids there,He does not watch them they play out in the street and he lets them drive quads when one is 4 and 6, the 6 year old got hurt on the quad his face was bleeding and still has scars. I'm afraid they can get hurt again and he dose not watch them. Please I just need advice if she leaves with the kids will she get in trouble, which she has custody she needs to get out before he hurts her. thank you

I would need to know more. How long has she been there? How long have the kids been there?
