My daughter's father is being put on supervised visitation again due to substance abuse. He's already exhausted the patience of his family and their willingness to supervise...in the past he's been required to visit through Parenting Skills, a professional supervision organization. He's relapsed again, and says he cannot afford Parenting Skills, are there any subsidies or financial assistance available to facilitate visitation? He wants me to supervise, but this is an unhealthy, dangerous guy and not only do I not want the drama, I'd have no idea what to do if he was strung out on something. Will the judge take his inability to pay (although somehow he affords drugs) into account when determining whether or not he'll order Parenting Skills? This will be his third bout of requiring supervision in the last 4 yrs.

There is. YOu have to get the judge to order it and it's based on financial need. There is federal funding available. If you ask the court in a motion, the court can order the matter be referred to Family Court ADministration to provide you with a form to fill out. SOmeone(not sure who) then determines if you are financially able to use those services. It is available for therapeutic intervention and for supervised access. Some judges don't even know it's available.
