Legal Question in Family Law in Arizona

My daughters live out of town with their father and step mother. They are with me for 2week visit. Their dad works out of town and they are left with step mother. She and her teenage daughter are abusing them in their father's absence. Is it best to file an order of protection on their behalf or an emergency change of custody?
