Divorce decree

Can anyone change a divorce decree without going through the court system? My ex- wife had a letter notorized (not by the court) that states I do not owe her any more past monies or debt in exchange for allowing her to claim our daughter every year vs. every other year (stated in decree). Is this pemitable? If not, what is the penalty?

You need to convert this to a Court order by filing a motion and attaching it as an exhibit with a draft order.
