If a divorce has been signed off by a judge over a year ago can you reopen that case number?

Yes you can. You would need to file a Petition to Modify to make whatever changes you were hoping to make or address whatever wasn't addressed. Let me know if there is anything else I can do for you. Thank you!
Certain portions of your Decree are ALWAYS modifiable if things have changed (support, custody, parenting time). Reopening other issues is possible in some, but not all, circumstances (division of debt, property, spousal maintenance).
