Legal Question in Family Law in Arizona

I am divorced with 2 children. I currently share custody with my exhusband. He is deploying to Korea for a year and the kids were supposed to live with me and my new husband while he is gone. Now my ex inlaws are trying to "assume all of the fathers rights to the children" while he is gone and they are trying to get shared custody of my children. I do not want this and I am going to fight it. Can they do this?
