divorce-property settlement decree

once agreed upon and bound by rule # 69 in a court of law,but decree is not yet signed, can a party still make changes before deciding to sign, or even change of mind completely?

A Rule 69 agreement is binding. A party cannot just "change his/her mind" or insist on different terms.
