What can I do when I am trying to drop off my kids after my obligated time according to our decree and she is not there to pick them up?

There are a few options. Perhaps the least aggressive is to stay nearby (McDonald's, for example) until you are able to reach her. The more aggressive method is to return home and let her come get them from you when she is ready. You should of course documents and take steps to prove your actions.
You could also consider a modification to your orders if she is continually unavailable.
