Has father been to AZ or does he have significant contacts with AZ? There may be an issue with personal jurisdiction, but I still believe AZ would be the appropriate forum to file. We can serve him in CA. We offer free consultations and my associate atty is licensed in both CA and AZ, so he would be perfect to chat with about your circumstance.

I agree with my colleague, Ms. Owsley Walker. I think you could file here in Arizona because this is where the child resides and so do you. Only dad resides out of state. You only have to show six months' residency to establish jurisdiction for a child, and serving him out of state should not be a problem. You would file what is called a Petition to Establish Paternity, and you may also want to establish child custody and support. Best of luck to you! Let me know if I can help.
