My ex-husband is looking to take me back to court to change his visitation and child support obligation. Can he summons people to appear for this type of hearing? And what age does a child have to be to make the decision not to continue visitation?

There is no age where a child simply gets to decide. A just MUST consider the desires of the child, but that is only one factor of many. The older and more mature a child is, the more weight that child's opinion will carry.
Yes, Dad is entitled to present relevant witnesses and documents on the contested issues, as are you.
