Legal Question in Family Law in Arizona

My exhusband lives in Idaho with my daughter, and I live in Arizona. He is now refusing to allow my daughter to visit unless I provide roundtrip tickets before she gets here. I want to drive her back. Nowhere in the decree does it state that I have to buy airline tickets before she can come. It does not put limitations on means of travel, only that I am obligated to pay 70%. Is there a way for me to file custodial interference in Arizona, or do I have to file in Idaho?
